You may want to ensure that a HR user cannot delete data, whether you want them to have read only access or just want to prevent the removal of data. You can do so via:
People > Users
Search for the user you would like to edit and click Actions > Edit:
Once you are on the Edit page, scroll down to the permissions section and locate the Hide delete icons option:
Once the field is set to "Yes", click Submit. Once done, the user will no longer have the delete option:
