To Do List Toggle for All Tasks and My Tasks

Within the To Do list, a toggle is presented to admin and HR users of the system to filter their tasks. 

The toggle allows the users to filter between all outstanding tasks and their assigned tasks. 

The toggle will default as All Tasks and can then be adjusted accordingly to filter the notices.

New items will be highlighted with a green indicator;
